Jack's Platform
Leadership By Example:
Record deficits and a toxic pattern of back room deals, conflicts of interest, and taxpayer funded excesses involving the current District 1 Supervisor and other politicians have undermined public trust and fostered divisions across county government at a time we can least afford it. That's why I've proposed a series of reforms to stop the bleeding in our county treasury and restore the confidence of taxpayers. Read more about my proposal here.
I strongly believe that leaders must lead by example. That’s why as Supervisor, I will not seek nor accept a taxpayer financed car, nor will I ask other county employees to consider wage and benefit cuts without first voluntarily cutting my own Supervisor’s pay by 20%.
Public Safety:
As the son of a Sheriff’s Deputy and as a former Deputy Attorney General with the CA Department of Justice, law enforcement is a proud tradition in my family and will be my top priority as District 1 Supervisor. Placer County also has a prominent wild land/urban interface, which makes fire protection a special challenge. That’s why I’ll fight to make sure our law enforcement and emergency response professionals always have the resources they need to protect our community.
As a past volunteer with the Roseville Coalition of Neighborhood Associations and Placer County Peer Court, I will also work to strengthen youth intervention programs and neighborhood groups that play a vital supporting role in helping to keep our community safe.
Fiscal Responsibility:
In tough economic times, politicians love to talk about fiscal responsibility. However, I am the only candidate for District 1 Supervisor who has actually delivered it. As President of the Board of Trustees for the Roseville Joint Union High School District (RJUHSD), I recently helped guide the District through its worst financial crisis since the Great Depression - bringing administrators, teachers, parents and students together to close a multi-million dollar deficit while protecting classrooms and saving more than 70 jobs. I have also served on the oversight committees of two taxpayer approved bond measures benefiting Roseville schools.
As Supervisor, I will be a voice for taxpayers - not the politicians and well-connected insiders. I will fight for greater transparency in our budget process, the elimination of unnecessary perks for politicians and executive bureaucrats, and will work to bring all stakeholders together to identify waste, improve efficiency and protect vital services.
Sustainable Growth & Job Creation:
For the past decade, Placer County has been one of the fastest growing counties in California and that growth is expected to continue in the coming years. Our focus must be on preserving the high quality of life that attracts businesses and families to our community. That is why I support efforts to implement a valid and working Placer County Conservation Plan (PCCP) that balances development needs and resource conservation within a streamlined regulatory framework.
Future land development must be matched by a strong “pay as you go” approach to improving Placer County’s infrastructure - not higher taxes. County government can and must ensure approval of new development includes plans to fund improvements to existing roadways impacted by future growth. I am also committed to the Sacramento Area Council of Governments (SACOG) Blueprint principles, which will provide a sound transportation roadmap for addressing increasing gridlock on our highways.
A commitment to sustainable growth must include an equal commitment to low taxes and strengthening our diverse local economy. We must work to promote and support our local farms and champion the brand of “Placer Grown.” As a growing community and home to major thoroughfares for interstate commerce, a modernized infrastructure is equally essential to Placer County’s future. With an emerging technology sector and robust irrigation and power generation resources, Placer County is also well-positioned to be a leader in California’s “new energy” economy. I support the county's efforts to develop a sustainable bio-mass plant to the Tahoe Basin and, as Supervisor, will place even stronger emphasis on solar conversion programs and other emerging technologies.
